Unit spawn problem

So i just finnished my new map, the problem i have is that no units spawns in the neutral cities or the cities you pick yourself. The map has different units for different regions, there are 5 different parts of the map each with alot of regions and each part have its own units. may it have to do with that? anyways this never happened to me with any other map.

I can still build units in the cities, just that it does not spawn any, i hope you understand, also when i conquer a city it does not spawn any militia there.
