I can't produce air stealth unites

I can't see air stealth bombers in the section "produce unites" of all my cities. Why???

Do you have the following upgrade?

Tsiteeri:

Air Stealth 18000 sp (20000 non premium)
Unlocks Air Stealth units (f.e. Stealth plane)

If not, then you can only build Stealth Bombers if you are using "Master of Stealth" (MoS) or "Sky Menace" (SM) strategies.
