Turn 0 in casual games

I think this idea has been passed around for a long time. I think I myself posted it 4 years ago. It seems like such a simple fix I'm not sure what about the idea is being rejected.

I think there should be a round zero in casual games to allow others to login and join the game without losing the ability to build armies or be at any disadvantage to the creater of the game.
