Im trying to promote some one to leader but???

Im trying to promote some one to leader but it wont let me.... It shows promote button the member is prem i hit promote to leader it loads but then dsnt do it......... i asked mod he said post here.......

Clear your cache/use a different browser first. Make sure you aren't blocking scripts or ads on the site.

I have tried the above even from different cpu and the problem still is the same........................
