I have noticed that often when you start as a small country on the first turn you get many more reinforcements than you would expect. For example in 10k Europe Iceland starts with 10 units and Latvia starts with 15, and in 3k Ireland gets 8 reinforcements. I have also noticed that this effect is reduced with lower starting funds and late joining can give you an instant horde of 100 units. Would just like to know how this is calculated so I can get a better Idea of when it is good to start where. Thanks!

I don't know how it works exactly, but it depends whether other players have picked countries which get lost of reinforcements. Those values you have listed are not consistent and were chosen because of where other players picked. It depends somehow on how many players there are, the reinforcements their countries get, and the distance they are from you. The game tries to "balance" reinforcements to give everyone a fairer chance. Latejoiners get extra reinforcements for the same reason, which is calculated from the reinforcement potential total territory opponents control, using the same formula, rather than just the reinforcement potential for the starting country.

If you're ireland and your opponent is belgium you two will both get 3 reinforcements but if your opponent is ukraine(greece, belarus...) you will get more reinforcements.

Usually the system works that you each get the same amount of reinforcements first turn. This does not account for the existing units in the cities and the capital. You also only get this bonus reinforcement for the first turn. On later reinforcement days you only get reinforcements equal to the number of units in your cap at the start of the game assuming population hasn't changed much.
