Basically allow us to give a chance (1-10) of how likely an event is to happen.
For example, if there is a colonialism scenario, and the creator wants to simulate colonial revolutions, they can add revolt chances by turn, so that the owner of the province can't predict when it happens, if it happens at all.

I think the idea is that there's a "native rebellion" player, and that player has a certain chance of gaining X units on turn Y. Kind of like the scenario events we have now, but dependent on chance (i.e. there's a chance that the event doesn't fire). I don't see why not. Support.
