Air, Water, and Ground units for the map making process?

I want to know how to make naval and air units go on a certain area (Water) but not ground units. On the regular world map you have the ocean where naval and air units are allowed to travel in, but ground units are not. So, how do you make an area like a ocean?

anything that you don't draw a border around will be considered water
