Stealing of cities by sending a unit should be removed and if someone really wants to give the country or city to his ally then he should send it as a gift. For example if we want to give Germany to an ally we must send a request to him. It is similar to sending money. But players must get a notification of it. They should be able to decline it also. So no one makes a mistake.
I hope it gets implemented.

Or you could simply avoid letting your cities without troops. Gifting countries is a bad idea because of what Goblin already said, so I'm against it.

Well i think he is right in the request part,cuz cmon that is not acceptable from your ally to take the citys that you spend money on it or troops and maybe sometimes make a war for it so that your friend would simply take it whit an infantry after you've forgotten to leave a unit
