Decrease the range of their air transport. I don't know how far they can go, but if you made them have significantly less range than bombers, the SM players wouldn't be able to cap cities so easy.

No more 1 militia 100 bombers stacks.

Bombers would destroy a cities defenses 1 turn, and on the 2nd turn the AT could catch up and cap the city. This would in effect make it take TWO turns for sm players to cap extremely long distance cities, while they would still be able to capture closer cities like in the normal strategies. It sounds like a good idea to me.

Air transports already have a notably slower speed than bombers to the point that SM players do have to take it into account and move their bombers slightly slower rather than just moving them separate.

What it needs is to go from $130 to $140 per bomber, so cost is actually a factor again. Right now SM expands fast enough that cost doesn't affect them much, even though it's supposed to be an expensive strategy.

No ofcourse not,that would be the same as a normal bomber (6 attack), SM wont stand a chance against GC infantry or pd.
