Bank of Vectors ?

I'm a map editor and i think it will be a good idea to add 2 new options for editor. It's may be very hard to add it...

1. Why not allow to member to add their vector file ? (in .ai)
For example, i want to make a map in Europe. But i'm busy to create all border. So why not add the option "import" for import this map :

With this file... my border is already maked. With a very good HD quality and many detailled borders.

2. Why not create a bank of vector? For example, i want to create an Europe, or World map etc... i can use the bank of vector. Without background or others... Because with a clone map you can't change Width or Heigh of the background.

I'm sorry but could you explain what the bank of vector means?
