Over the past years and months AW has evolved; many changes (based on suggestions) have been implemented. All of them? NO. They have been prioritized (strength of the arguments and feasibility, meaning that the limited resources had to be invested well). Should we drop proposing changes? Ofc. not! Lets at least keep the ideas documented for future changes.
I agree that things should change (evolve) faster, but it is out of our control. What we can (and must) control are the ideas, coming from the basis of this community: the active players.

Do threads just go away after a month?? The admins look to the community for ideas and just because they are working on something doesnt mean they plan to never read the forums again.

They look at them but don't really reply and after players talked about the idea it fades away into the forums like the second page and so on. there are some players who get the same idea and propose it again not knowing that someone did it already.

Pretty much this. It would take the admins less than a minute to simply say "Gotcha, we will remember this idea." or something of that nature. Instead we never know if our ideas have been read and never know whether to bump it.
