General transport capacity upgrade

In your general stack, transports would have their capacity increased. For Transports it would increase by 5, and for Air Transports it would increase by 1.

NC transports...25 capacity (standard 20 plus 5 from upgrade boost. That's too OP and far too unfair to nonpremiums. Besides we already have Naval trans and Air Trans 1 & 2 capacity upgrades...

You can stop pretending premium isnt already OP beyond saving.
Might as well add more general upgrades as incentives for people to buy premium.

You need +5 Naval Trans Capacity upgrade and Naval Commander strat on to carry 20
