Capturing cities with 0

Some of the cities (neutral) i try to capture stop at 0 and i cannot capture them. Why does this happen?

Maybe you used non-city taking units? (Air Transports, Transports, Bombers, Sentry Planes, or Helicopters?)

If you're in a casual games that's a known bug.

Perhaps there were marines in the cities.
