I know it'd be unbalanced. But i think it'd be interesting if there were a map with land locked nations vs nations with ports.

Just give the Sea nations more starting units than the land nations?
And if possible, disable certain types of units for each nation.

Actually is imposible but you can disiable the reinforcements and give the units that you want to the players,
