The first person to defeat the defending units takes the city. Even though you might have killed the most units in the city (or not), whoever defeated the last defending unit was given the victory. Or so that's what I've observed. When 2 people attack a city each person is given a turn to attack it. You were unlucky enough not to win the battle on your turn to attack the defending city. However, that is the explanation for 2 allies (or more) attacking a city. The next explanation is for 2 or more enemies- Enemies will attack each other during the battle as well. Whoever survives the entirety of the battle wins the city.

I'm 99.9% sure that the largest stack will win. If I send 10 tanks to a city and you send 20 and we are allied, you will win it.

Every time I've observed it it's been based on turns. The winning turn wins the battle k.
