Netherland have a good chance at winning, but Germany have a better chance. Seriously, Muller, Gotze, Hummels, Gotze, Klose, etc.. vs Robben, Sneijder (or however he's spelled), and Van Persie.
Its not just about how strong individual players are... Also not playing in the top clubs in the world doesn't mean they completely suck. Is about how they play as a team, communication, cooperation, and style. Its a national team not a group of individuals from one country. Holland have some good player too besides the three Bullet mentioned. Elia is fast as shit. Their defense is decent (Blind/de Vrij). Huntleear (or however u spell his name) is epic. Affelay is very good with the ball. They may not play lots but imo they are very good players. Germany would still outplay Holland tho.
EDIT: Forgot one of the most important players on the NL team, Nigel de Jong.
