You have to make a stack doe them; first to get sent over there to attack, attacks first.
anyway general must be last in battle this is meaby bug

This is certainly a bug. Bcuz high attack units attack first.

My theory as to why this happened was he was in a 3-way battle as GC, he got defense (you can see because no tanks were damaged). Because his tanks have 1 def, they are the same as the general's stats. The reason the general always dies last is only because it has the lowest stats usually, but with GC attacking with infantry or defending with tanks will get your general killed. I'm not sure what gives a unit priority when they have the same stat, maybe luck - amok will need to verify this.

I tried the theorie of Fruit, and attacked a GC general + some Tanks, the general always survived. Same for 3way battles with neutrals involved, the general always survived.
thx to ARocket for helping me

I am backing fruits theory, yesterday I attacked a gc defending position with tanks infantry and general and general died, tanks remained (I lost the battle). It may have to do something with upgrades as well, random guess.

Fruit's theory is correct, it is very likely that if any of your units have the defence of 1 that the general will be defending first. At the moment it's random if the highest defence is the same for 2 or more units (def 1 in this case). Thanks for the tip, this will be fixed.

is it possible you can make subs attack first over marines? <3 this problem happens with any other strat than MOS haha.
or you could just make units that cannot take cities always attack before units that can.

I've noticed in imp if you attack with the subs first it will hit first, so I assume it works for everything else too.

This > just make units that cannot take cities always attack before units that can. (except for transports)
This doesn't solve the general problem, because I'm pretty sure they can capture cities, can't they?
